EDITORIAL COMMENT

Thanks to our anonymous tip inbox, the PPPFraudChronicle.com has received what seems to be the Womply “Playbook,” labeled DA Strategic Action Plan,  which purportedly lays out their strategy of witness tampering and suppressing the testimony of a Small Business Administration (SBA) employee against a lender in an ongoing arbitration dispute. Said employee is Diane Seaborne and is currently the Director of the Office of Financial Assistance in the SBA’s Office of Capital Access https://www.sba.gov/person/dianna-l-seaborn. We have also learned that Womply is in litigation with four lenders over fee disputes: Capital Plus, Fountainhead, Benworth Capital and SEDCO (a woman run non profit).

The PPPFraudChronicle.com has confirmed the document’s authenticity. A linguist that reviewed the document has confirmed that the author is a foreign source. The use of organisationdisorganised and analyse with an “s” instead of a “z” leads them to conclude that the “Playbook” was authored by a foreign actor. 
Based on the contents of the “Playbook,” it follows Toby Scammell’s (Womply Founder/CEO) Modus Operendi  when he was first investigated by the Securities and Exchange Commission (SEC) and subsequently plead guilty to securities fraud, which landed him in jail. He attacked the government during that investigation. He even made a website to mock the SEC. https://www.businessinsider.com/toby-scammell-sec-insider-trading-2011. Both these strategies, the new one against the SBA and the former against the SEC, resemble tactics that the Chinese Communist Party engages in. Coincidentally, Womply’s partners include Rakuten, a company with ties to the Chinese government.   https://themessenger.com/politics/japanese-company-with-ties-to-chinese-government-may-have-profited-from-ppp-scheme-exclusive Based on the vocabulary used in the contents of the “Playbook” could the Chinese government be pulling the strings to intimidate senior US government officials through Womply?

In summary, bullet points 3,4,5 and 7 in Womply’s intimidation “Playbook” reveals how treacherous they really are. More specifically bullet point 5 states, “provide any data found in the above deep dive research targets on members of the SBA to show their incompetence and lack of being fit for purpose.” And the overall target of the “Playbook” states that “we need to locate weakness in the SBA that shows how they and the individuals within are incompetent, unreliable and are externally influenced by biased sources.” 

Sources confirmed that Ms. Seaborn never showed up or issued a statement as a witness in the arbitration.
